POSITION OVERVIEW:
Implement corporate directives and policies in Telecom department for sustainable business growth process. Provide techno-commercial guidance and engineering solutions related Telecoms on projects and proposals. Manage all activities of telecom discipline and supervise overall proposals and projects in the department through Principal / Lead engineers. Ensure quality, technical excellence and compliance to international standards e.g. ITU/IEEE/IEC etc. in the telecommunication work. Act as leadership role model and support and development Telecom Discipline Team members. Identify strengths and weaknesses within Telecom Department Team members and recommends training and other development intervention to prepare human resources for long range organisational requirements and simultaneously provide future career planning opportunities for staff in the Department. Managerial and administrative activities related to preparation of Telecom discipline specific new standards and procedures, manpower resourcing, organisation development, etc.

SPECIFIC RESPONSIBILITIES
• Facilitate and co-ordinate manpower recruitment process in collaboration with HR.
• Conduct regular technical interviews for potential new hires.
• Provide necessary guidance on planning of all engineering activities and manpower resources associated with proposals/projects under responsibility.
• Ensure manpower resources of Telecom team are adequate and are utilized efficiently and endeavors to increase productivity within Telecom Team.
• Establish performance criteria, agree performance objectives with Telecom team and develop competency of Team members.
• Organise internal quality audits/peer reviews for monitoring quality and ensure timely close-out of actions.
• Technical Assurance: Keeps updated with latest international Telecom standards e.g. ITU/IEEE/IEC.
• Provide advice and guidance to engineers and designers on important technical issues as well as managerial matters.
• Provide necessary support and guidance to Project Control, Construction and Commissioning.
• Participate in Contract Review process and provide required inputs to Lead Engineer.
• Perform responsibilities of Lead Engineer in event of large project.
• Develop Telecom specific Company Standards.
• Engage with Quality Assurance for quality issues and ensure strict compliance with Company’s Quality procedures.
• Proactively scans to create a knowledge base of potential market for Telecom under EPC works.
• Remain in constant touch with Telecom vendors to upgrade a competitive sub-vendor base.
• Compile ‘lessons learned’ and ensure they are applied to new projects.

PREFERRED EDUCATION/EXPERIENCE
Minimum requirements:
• 4-yr Bachelors Degree in Electronics & Communication Engineering
• Minimum of 18 years of related petrochemical experience preferable from a background in working for consultancy organisations in the EPC of the Oil and Gas Industry

Technical
• Provides technical expertise and support on main telecom systems e.g. Optical Transmission Systems (SDH), Trunk Radio Systems, Satellite Systems, CCTV, PAGA, PABX, Navigation aids, LAN-WAN, Access Controls, SMATV etc.
• Demonstrates overall technical supervision and administrative overseeing of team personnel including engineers, designers.
• Inculcates and promotes innovation, department functional improvement and team working for infusing continuous improvement of knowledge base, cost-consciousness, and implementation of Quality and Safety Procedures.
• Provides technical expertise and support during various phases of the project design (as relevant) and execution.
• Demonstrates experience and expertise with various engineering deliverables and procurement engineering and is aware of commercial, contractual and administrative aspects of the telecom department’s scope of work.
• Ensures and facilitates an awareness of HSSE in all design and activities across the discipline.
• Promotes Quality Control throughout his team and ensures that their team works within the Quality Management System and participates in regular quality audits.
• In the areas of Telecom and associated systems, analyses exposure to risk and quantifies potential for losses, applies logical solutions for managing the risks taken through composition and implementation of contingency plans.
• Provides necessary inputs on manpower planning and extend help to HR Manager for recruitment and performance management of his/her team.


• Planning and management of telecom department’s / team’s objectives, budgets and resource requirements.
• Coordinates to achieve productive relationship with the offshore engineering centres within the organisation (globally).
• Familiar with Microsoft Office applications as required (Word, Excel, PowerPoint, etc.)
